Policy basis


The demolition of photovoltaic power system shall be compensated according to the Regulations on House Expropriation and Compensation on State-owned Land. The compensation includes compensation for the value of the house to be requisitioned and the loss of production and business suspension caused by the expropriation of the house. Therefore, if demolition is to be carried out, PV users can get two parts of compensation: one is the compensation of the value of the PV system itself, and the other is the total revenue of PV in the next few years.

According to Articles 17 to 29 of the Regulations on House Expropriation and Compensation on State-owned Land, compensation for demolition includes three aspects:


a. Compensation for the value of the house to be requisitioned.


b. Compensation for relocation and temporary resettlement caused by house expropriation.


c. Compensation for loss of production and business suspension due to house acquisition


Among them, the compensation for the value of the house to be requisitioned shall not be lower than the market price of the similar real estate on the day of the announcement of the house expropriation decision. The value of the house to be requisitioned shall be assessed and determined by the real estate price appraisal agency with corresponding qualifications in accordance with the housing appraisal assessment method.

Option 1: Compensate according to 80%~100% of the total price of the equipment. The dismantled household photovoltaic power station equipment can be resold by itself or installed in different places.


Option 2: Compensation is based on 1.2~1.5 times of the total price of the equipment, but the household photovoltaic power station equipment will be demolished.


After analysis, the two schemes have their own advantages and disadvantages. Although the scheme 1 has less compensation, the follow-up income is large; although the scheme 2 has more compensation, it is only a hammer sale. Moreover, there are many small integrators in the local area who use the second scheme to carry out publicity, and even flicker that: the villagers in the villages with the demolition plan are busy installing time, so that they can get the double benefits of subsidies and compensation for demolition.


This kind of sign is very dangerous, because the owner of the PV power plant in this case is no longer concerned about the quality of the power station, the after-sales warranty and the power generation revenue, but when the demolition is compensated; the small integrator using this promotion, its The quality of the products should be greatly questioned. Can the small integrators provide good products if the customers themselves are not concerned about the quality?


In addition, according to someone who is in the know, in addition to the periphery of Baoding, there are similar cases in Beijing, but the compensation standard in Beijing is twice the total price of equipment. Sure enough, it is the emperor, and the shot is wide.
